Professional Biography:

Law
Mr. McNally was admitted to the New York Bar in 1978. During a legal career spanning more than four decades, he focused on civil and criminal litigation in both New York and Federal Courts as well as estates and trusts, elder law, guardianship, commercial transactions, real estate, land use, municipal law, appeals, administrative law, arbitration, and legislative investigations.
In 2009, Mr. McNally joined the firm of Hamburger, Maxson, Yaffe & McNally, LLP in Melville, NY as a partner where he specialized in estate planning, elder law, guardianship, and public libraries. Mr. McNally retired from the firm in 2022.
Mr. McNally has lectured on elder law, guardianships, and library law spoken at numerous conferences on elder law and abuse, and conducted Office of Court Administration-approved training and continuing education seminars on guardianships and elder law for the Suffolk Academy of Law. He also conducted training seminars for the Suffolk County Department of Health Services, the Suffolk County District Attorney's Office, New York Air National Guard attorneys, and the Suffolk Cooperative Library Service.
Mr. McNally received the Suffolk County Bar Association Award of Recognition and the Distinguished Merit Award in 1995 for his work on behalf of the Suffolk Academy of Law.
Mr. McNally served as an arbitrator in the District Court of Suffolk County and the United States District Court for the Eastern District of New York. Nassau and Suffolk County courts have appointed him as a guardian, conservator, counsel, guardian ad litem, referee, and court evaluator in numerous matters.
Mr. McNally is a former member of the New York State Bar Association, and the National Academy of Elder Law Attorneys, as well as a former member of the Suffolk County Executive's Task Force on Family Violence and Elder Abuse. He is admitted to practice in all New York courts, the courts of the United States Eastern and Southern Districts of New York, the Second Circuit Court of Appeals, and the United States Supreme Court.
He is an author and editor of a book on guardianship published by the New York State Bar Association in 1997.
Social Work
In May 2018, Mr. McNally received a master’s degree in Social Work from the Stony Brook University School of Social Welfare. During his training, he participated in clinical internships at Good Shepherd Hospice, Northwell Health House Calls Program, and Brookhaven Hospital Family Medicine. He was inducted into the Phi Alpha Honor Society and received a fellowship to work in a behavioral health program in an underserved part of Suffolk County. Mr. McNally received his license to practice social work in September 2018.
As an independent study project in his second year at the School of Social Welfare, Mr. McNally developed a syllabus for a forensic social work course and co-taught the course at the School in the Fall of 2018. He also designed and taught a class on medical malpractice to nurse practitioner students at the Stony Brook School of Nursing in March 2018.
In 2018 Mr. McNally joined the American Red Cross as a Disaster Mental Health specialist. He has had multiple national deployments to California wildfires, flooding in Arkansas, California, and Kentucky, hurricanes in Louisiana and Florida, tornadoes in Kentucky, and a mass shooting in Maine. In September of 2021, he deployed to Fort Bliss, Texas to assist in caring for over 10,000 Afghan refugees. He has also responded locally to numerous fires and accidents, several of which involved fatalities.
During the COVID-19 pandemic, Mr. McNally volunteered with the Suffolk County Medical Reserve Corps assisting with the Suffolk County vaccination program.
Military Service:
Mr. McNally served in the New York Guard as a Staff Judge Advocate and Public Affairs Officer achieving the rank of Captain. He also served as a United States Coast Guard Legal Assistance Attorney.
